In 2005, the Illinois General Assembly passed an act to establish the Regional Planning Board. One of the core recommendations from the Metropolis 2020 report, the Board would consolidate the functions of the Northeastern Illinois Planning Commission (NIPC) and the Chicago Area Transportation Study (CATS).

Civic Consulting Alliance and our partners helped implement the act by leading the search for an executive director, defining a merger organization, and drafting by-laws. For the new organization, we:

  • Helped create a brand (CMAP)
  • Conducted an employee survey to help set priorities
  • Facilitated the Board's strategic planning
  • Drafted legislation defining CMAP's functions, governance, responsibilities, and funding.

Taxpayer Action Board Final Recommendations

Illinois Governor Pat Quinn appointed the Taxpayer Action Board, or TAB, to identify opportunities that can guide Illinois toward long-term, sustainable fiscal health. Within the context of the three pillars of his 2010 budget proposal – reform, responsibility, and recovery – the Governor charged the TAB with exploring ideas and identifying new approaches that will bring substantial efficiencies to State government and thus enable it to better meet its commitment to its constituents. Given the importance and immediacy of the issues at hand, the TAB was asked to deliver its final report by the end of May, a two-month period.

Civic Consulting Alliance partnered with the Natural Resources Defense Council (NRDC) and Jennifer Henry to help the Chicago Transit Authority (CTA) advertise its Bus Tracker for Business tools. These tools are part of a larger effort to implement the Chicago Climate Action Plan and Transportation Report by providing the public with more access to real-time transit information, making transit easier to ride at no additional cost to the public sector. Visible results can be seen in this video:


Among other outreach activities, NRDC has held several trainings for Chicago's Green Office Challenge participants. Resulting from these trainings, Echo Global Logistics, a sister company to Groupon, converted half of their existing office display screens to show the arrival times for nearby buses. This raised awareness of transit options for their 650 employees, enabling them to catch their next bus. NRDC also helped CTA to communicate the benefits of transit tracker displays to retailers and business owners through trade associations, conferences, and targeted outreach.
