To identify the most successful workforce strategies, improve the workforce system, and help all stakeholders – including residents who access the system – make informed decisions, information on the performance of Chicago’s workforce system is necessary. 

Before Chicago LEADS (Leading Economic Advancement, Development, and Sustainability), however, no system existed for collecting and reporting on these the common metrics and myriad programs in Chicago’s workforce system. To address this need, LEADS – a two-year effort developed in 2007 by the Mayor’s Office, Civic Consulting Alliance, and our partners – created CWICstats, a workforce development research and data institute at the University of Chicago.

CWICstats collects data on all participants in Chicago’s public workforce development system and conducts research that will help improve our job training and education programs. CWICstats’  findings are communicated to stakeholders and used to assess and improve the return on our workforce investments.
