In 2006, once each department was measuring performance, the Mayor's Office sought to define the “next level” of Chicago Performance Management.
Civic Consulting Alliance convened a council of private-sector COOs and other civic leaders to observe and shape municipal practices. Their guidance led to more customer-oriented metrics, greater operational ownership of the process, and new data systems.
