President Toni Preckwinkle Closes $487 Million Budget Gap

In February 2011, Cook County passed a budget closing a $487 million gap, thanks to Civic Consulting analysis and collaboration with unions and elected officials. More than a third of the County’s budget gap was addressed through structural changes to County operations. There was an average 16% reduction in every agency. The budget also included $84 million in revenue initiatives, including a more robust system for collecting late and unpaid taxes.


Improving transparency of the budgeting process, Civic Consulting also supported development of public communications on the budget for residents, and civic and media groups.
