Illinois Children’s Adversity Index

Following the Illinois State Board of Education’s (ISBE) Whole Child Task Force in early 2022, the Illinois House passed legislation requiring the creation of “a community or district-level Children’s Adversity Index to measure community childhood trauma exposure across the population of children 3 through 18 years of age” by May 31, 2025.

While Chicago Public Schools (CPS) has made efforts to address long-standing racial inequities in education, Black students continue to suffer from historic and persistent gaps in educational opportunities and outcomes. An influx of capital and recovery funding provides an opportunity for municipalities to make critical investments in their infrastructures. However, small governments often lack the capacity and capital planning expertise needed to access or invest these funds. Since 2021, Civic Consulting Alliance and our pro bono partners supported Cook County to strategize and implement a new “Build Up Cook” program.

Enhancing museum campus as a global, year-round destination

Civic Consulting Alliance staff are experienced in coordinating large groups of stakeholders with diverse ideas and priorities to “get big things done.” We partnered with the Mayor’s Office to support and facilitate the Museum Campus Working Group. The final report, “Where Worlds Connect,” provides recommendations to transform Museum Campus into a more accessible, relevant, and attractive public space that is activated year-round.

Standing up the Community Commission for Public Safety and Accountability

In July 2021, Chicago’s City Council passed the Empowering Communities for Public Safety (ECPS) ordinance. This landmark ordinance creates two bodies: a new city agency called the Community Commission for Public Safety and Accountability (CCPSA), with power to advance systemic reform, and District Councils, which will be elected in each police district and work to improve policing and public safety in the district. The Commission and District Councils will give community members powerful new tools to provide oversight of the Chicago Police Department (CPD), COPA (Civilian Office of Police Accountability), and the Police Board, while promoting meaningful community engagement to build and implement public safety solutions.
