In October 2023, Cook County released the first Digital Equity Action Plan, a crucial step to address the digital divide that impacts communities in suburban Cook County, which results in barriers to economic opportunities, social connections, and community wellbeing. The plan identifies Cook County’s path to digital equity through accessibility, confidence, safety and security, and affordability.

In 2017, Civic Consulting Alliance provided foundational support to bring together a collaborative of healthcare providers to build West Side United (WSU), an organization committed to eradicating the 16-year life expectancy gap between residents on Chicago’s West Side and the Loop. One of WSU’s primary strategies is to address the social determinants of health by removing barriers to accessing healthy food.

Civic Consulting Alliance supports Cook County’s Property Tax Reform Working Group (PTAX) to ensure the property assessment and tax system produces predictable, accurate, fair, and equitable results in a timely and efficient manner.

Meaningful employment and career opportunities are foundational to the Johnson Administration’s ambition to invest in and create pathways to wealth for marginalized populations and underserved communities. While the private sector is responsible for most of the employment base, the City of Chicago government plays a multi-faceted role in the workforce space through the resources deployed by its Departments and Sister Agencies, policy activities, and the power of its influence.

The Bureau of Asset Management (the Bureau) comprises three departments responsible for constructing, developing, and maintaining Cook County’s approximately 200 unique properties, which total over 19 million square feet. The Bureau has also seen significant changes in its responsibilities, including a new Build Up Cook program and an expanding Capital Program.

Cook County property taxes provide over $16B annually for the City of Chicago, Cook County, and the many school districts, special districts, and municipalities. The current tax system is complex and difficult to navigate. In 2023, Civic Consulting Alliance supported the creation of the Cook County Property Tax Reform Group (PTAX) to ensure that the property assessment and tax system produces predictable, accurate, fair, and equitable results in a timely and efficient manner.

The City of Chicago’s current real estate development approval process, while well-intentioned, can involve a dozen departments and results in a burdensome and costly undertaking. The complex system also favors those with more time and money to navigate the lengthy planning and entitlements process, including the legal work necessary to obtain approvals.

The Garfield Park Rite to Wellness Collaborative (GPRWC) is a coalition of residents, faith-based organizations, healthcare institutions, nonprofits, and other stakeholders in Chicago's West Garfield Park community. The group was formally established in 2021 to develop a unified strategy to address the significant disparities in health outcomes in the area, where residents live thirteen years less on average compared to people just a few miles away.

CTA, Metra, and Pace are heading toward a fiscal cliff as emergency federal assistance is expiring and ridership remains below pre-pandemic levels. Without action, a $730 million (20%) budget shortfall is projected for 2026. This will lead to service cuts of 30 to 40 percent and a vicious cycle of lower ridership and fare revenue, which, in turn, would require further budget cuts.

When you think of "impact," it’s easy to focus only on long-term projects with multi-million dollar investments and massive infrastructure overhauls. But often, lasting change starts small.

In our 2023 Impact Report, some of our proudest moments came from targeted, fast-moving projects. We’re talking about the crucial workshops, the streamlined toolkits, and the strategy sessions that flew under the radar but went on to unlock historic funding, reopen neighborhood pools, and welcome hundreds of arriving families.

Here is a look at the "small" projects that made a massive footprint across our region in 2023.

An influx of capital and recovery funding provides an opportunity for municipalities to make critical investments in their infrastructures. However, small governments often lack the capacity and capital planning expertise needed to access or invest these funds. Since 2021, Civic Consulting Alliance and our pro bono partners supported Cook County to strategize and implement a new “Build Up Cook” program.

Since Mayor Harold Washington asked the business community for pro bono help analyzing the City budget, we have proudly served the Mayor’s Office to advance its most important and timely initiatives. Beginning with supporting the mayoral transition in 2019, we have worked closely with Mayor Lori Lightfoot’s Office to advance initiatives aligned with our mission and to support projects where Civic Consulting Alliance was uniquely positioned to make an impact.
