Frank Beal
Senior Executive
Frank joined the Civic Consulting Alliance as a Senior Executive in October of 2014. His principal responsibility is to support the work of the Cook County Offices Under the President, including the Bureau of Economic Development, the Cook County Department of Transportation and Highways, and the Office of Tax Policy
Current work assignments include assisting in designing a reformed transit system for the region, and reform of the County’s property tax system. the preparation of a transportation strategy for Cook County.
Between 2000 and 2014, Frank served as the Executive Director of Chicago Metropolis 2020, which was created by The Commercial Club of Chicago to address a range of public policy challenges within the region. Metropolis 2020 was an advocate for criminal justice reform, improved transportation, early childhood education, and affordable housing.
In addition, Frank has served as President and Chief Executive Officer of Ryerson/West, a metals distribution company owned by Inland Steel Industries. During his tenure with Inland Steel he also served as General Manager of Corporate Planning, President of Ryerson International, Vice-President of the Inland Steel coal company, and General Manager of Purchasing.
Prior to joining Inland, Frank was Director of the Illinois Department of Energy and Natural Resources and a Special Assistant for Energy and Environmental Affairs for Governor James Thompson.
Frank is a member of the Board of Directors of the Chicago Metropolitan Agency for Planning (CMAP), the region’s official planning agency.
Frank graduated from the University of Illinois with a Master's degree in urban planning and has a Bachelor's degree in engineering from Antioch College.
