Rohan Mascarenhas
Principal
Rohan Mascarenhas is a Principal at Civic Consulting Alliance (CCA), where he leads the Economic Vitality focus area. His work focuses on serving clients at the City, County, and State levels to build individual and community wealth in support of regional revitalization, with an emphasis on catalytic community development through better housing and land-use regulation.
At CCA, he advanced INVEST South/West, aligning more than $750 million in public funding to catalyze private investment in 10 neighborhoods, focusing on improving commercial corridors, infrastructure, and public spaces. He led CCA’s work on the City’s Cut the Tape initiative to streamline the real estate development approval process and build more housing of all kinds and vibrant commercial corridors across Chicago. More recently, he has worked with clients on vacant lot activation.
Rohan also leads CCA’s government leadership transition practice, and has helped with two mayoral transitions.
Prior to joining CCA, Rohan was a consultant and engagement manager for McKinsey & Company, where he advised clients on regulatory strategy, organization re-design, and purposeful financial planning. Earlier in his career, he worked as a journalist at the Newark Star-Ledger and as a digital strategist at the Russell Sage Foundation.
Rohan holds a Master's in Public Policy from the Harvard Kennedy School, a Master of Arts in Journalism from Syracuse University, and a Bachelor's degree from Amherst College.
